Greater Manchester Mayor Andy Burnham is actively creating policy distance from the Westminster government, publicly slamming the two-child benefit limit as “the worst of Westminster” even as he maintains ambiguity over a leadership challenge. This clear policy split adds pressure on Prime Minister Keir Starmer.
The ongoing tension is fuelled by Burnham’s refusal to definitively rule out a future leadership bid, a calculated move that allows him to critique the government’s perceived policy weaknesses—like the two-child cap—from a position of regional strength. This is seen by many MPs as an ideological vetting process for a future run.
Starmer, while heading to the G20 summit, sought to counter the division by emphasizing unity. He praised Burnham’s work as mayor and their “very close” co-operation, citing the “really impressive” leadership shown by Burnham during the community response to the Manchester synagogue attack.
However, the Prime Minister was forced to grapple with internal plotting, aggressively dismissing claims that Health Secretary Wes Streeting was orchestrating a coup. Starmer argued that these debilitating internal distractions prevent the government from effectively communicating its stance on issues like the cost-of-living crisis.
Meanwhile, Burnham is consolidating his policy position through his £1 billion Manchester growth plan, focusing on local control over affordable housing and job creation. His willingness to take a populist, left-leaning stance on key social policies ensures he remains the principal alternative figure to Starmer’s more centrist approach.
