Iran-US Talks: A Prosperity Package, a Non-Aggression Deal, and a Nuclear Question

Iran’s negotiating position in Geneva is broader than it might appear from the headlines. Alongside the technical nuclear questions — uranium stockpiles, IAEA access, enrichment timelines — Tehran has placed on the table two more expansive proposals: a “prosperity package” offering economic cooperation and a non-aggression pact with the United States, and potentially with Israel.
These additions are not incidental. They reflect an Iranian government that sees the nuclear talks as an opportunity to pursue something far larger: a fundamental recalibration of its international position. After years of sanctions, military strikes, and diplomatic isolation, Tehran appears to be signaling that it is open to a genuine strategic realignment — if the price is right.
Foreign Minister Araghchi described Tuesday’s session in Geneva as “more constructive” than the first and said both sides had agreed on guiding principles. The next step — exchange of written proposals — will begin to reveal whether Washington is interested in engaging with Iran’s broader vision, or whether the US is focused narrowly on the nuclear file.
The prosperity package, details of which have not been fully disclosed, would presumably include economic incentives and trade opportunities for Iran in exchange for nuclear concessions. The non-aggression pact would be more historically significant: a formal commitment by both sides to refrain from armed aggression against each other — a framework that could eventually encompass Iran’s regional relationships and reduce proxy conflict.
Whether any of this is realistic given the current state of US-Iran relations is debatable. But the fact that Iran is making these offers suggests that its calculus has shifted — that Tehran sees a window, however narrow, for a more comprehensive diplomatic settlement and is willing to put ambitious proposals on the table to try to open it.
