The call for enhanced global cooperation and respect for international law could lead to more stable international relations and a reduction in conflicts, as emphasized by Vietnam’s General Secretary and President To Lam during the 81st session of the United Nations General Assembly in New York. His address highlighted the significance of fostering trust among nations and strengthening multilateral partnerships to manage global changes effectively.

To Lam articulated four key priorities aimed at addressing global challenges. These included rebuilding trust grounded in the UN Charter and international law, promoting inclusive and sustainable development, advocating for responsible governance of emerging technologies, and reinforcing the central role of the United Nations in international affairs. He underscored the importance of dialogue and diplomacy in managing differences, stressing the need to protect national sovereignty and territorial integrity while ensuring civilian protection and adherence to international humanitarian law during conflicts.

Addressing the rapid advancements in technology, To Lam emphasized that innovations such as artificial intelligence and digital transformation should serve to bridge development disparities rather than widen them. He called for inclusive, transparent, and accountable technology governance, advocating for greater participation by developing countries in shaping international rules and standards.

To Lam also reiterated Vietnam’s backing for reforms within the United Nations, including changes to the General Assembly, Security Council, and Secretariat, with the aim of enhancing the organization’s effectiveness and ensuring that the interests of developing countries are more accurately reflected.

On regional matters, To Lam reaffirmed Vietnam’s commitment to resolving disputes peacefully through international law, while highlighting the country’s dedication to multilateralism, ASEAN cooperation, and increased involvement in United Nations peacekeeping missions.
