Vietnam is seeking to enhance its collaboration with Japan in strategic technologies, specifically in the areas of semiconductors, artificial intelligence (AI), and renewable energy. This initiative also includes a push for improved workforce development support. These topics were at the forefront of discussions during a meeting on September 3 between Vietnamese science and technology officials and a delegation from the Japanese House of Representatives. The dialogue centered around semiconductor research, AI, energy technologies, personnel training, and the potential for closer collaboration between businesses within these strategic technology sectors.
Under the NEXUS joint research program, both nations are working towards co-funding semiconductor research, which encompasses chip design, advanced materials, supporting technologies, and manufacturing processes. They aim to expand this collaboration beyond 2027. Additionally, Vietnam is looking for Japan’s assistance in developing sovereign AI capabilities and large language models tailored to the Vietnamese language. A joint working group from both countries is scheduled to meet in October to facilitate technology transfer and strengthen business connections within the semiconductor industry.
Vietnam has proposed transforming NEXUS into an annual cooperation mechanism and extending research efforts to include AI, new materials, renewable energy, and biomedicine. The proposal also calls for closer business partnerships and an increase in training for highly skilled engineers and experts in these strategic fields. Japan has shown interest in Vietnam’s semiconductor growth, labor policies, and long-term energy strategies, which include plans for nuclear power expansion.
Vietnam is pursuing a diversified energy mix that combines conventional energy sources, renewables, and nuclear power, with research into small modular reactors being part of this strategy. The country has acknowledged that its energy transition will require substantial investment and a highly skilled workforce. Vietnam expressed optimism that Japan will remain a crucial partner in developing the necessary energy infrastructure to support its burgeoning high-tech industries.
